According to police inspector Tehsil Qazi, he had received anonymous complaints of harassment from students alleging that first-year students were being forced to perform lewd acts by senior students.
When the police reached the campus to check on the anonymous complaints of the students, out of fear, no one told anything to the police, on which the police tried to find out the contact numbers of the complainants, but the helpline policy did not allow it.
According to Inspector Tehbih Qazi, we went back to ground level policing when the complainant students were not identified. Shalini and other constables were asked to spend time in and around the campus in plain clothes, chatting with students at the canteen and nearby tea stalls.
As they started talking to the junior students, they came to know about the horrific experience they were going through, so we got witnesses and developed the case.
Shalini used to go to college everyday with a bag on her shoulder and chat with friends like any student, spend time in the canteen and skip classes, no one knew that she was an undercover cop collecting evidence of ragging in the campus.
The woman official told NDTV that it was a "totally new experience" for her. She said, “Every day I used to go to college disguised as a student. I used to talk to students in the canteen. I used to talk about myself, and gradually they started to open up and trust me.
